Public Posting – Availability of Grants for Homelessness

The South Central Illinois Continuum of Care (CoC) announces the availability of grants to prevent and end homelessness through the United States Department of Housing and Urban Development’s “Notice of Funding Availability (NOFO) for the Fiscal Year 2026 Continuum of Care Competition.” Organizations that have not received CoC funding in the past are strongly encouraged to apply, including faith-based organizations. Select this link and scroll to “FY 2026 CoC Program Competition” to download the FY 2026 NOFO and all information that HUD has posted. We recommend visiting this page often to check for
new information.

NEW PROJECTS
● These types of new projects are eligible: Supportive Service Only, Transitional Housing, Permanent        Supportive Housing, Rapid Rehousing, HMIS, and Coordinated Entry. The NOFO provides details on each of these.
● HUD also will consider applications that serve only victims of domestic violence, dating violence, sexual assault, or stalking. These projects must be SSO-Coordinated Entry, Rapid Rehousing, or Transitional Housing (TH) projects.

ALL PROJECTS
Applicants for all projects must submit a NOTICE OF INTENT TO APPLY for the CoC by Friday, June 26, 2026. The NOTICE OF INTENT TO APPLY consists of the proposed project type, whether the project is a new or renewal project, the amount requested, and the population to be served. The NOTICE OF INTENT TO APPLY must be sent by email to Jessica Pauley at jessicadpauley@outlook.com no later than Friday, June 26, 2026. 

Organizations applying for CoC funding for the first time must submit: IRS 501(c)3 documentation or other proof of HUD eligibility; description of programs and how you measure success; written references from funders or partner organizations; letter authorizing submission of application; and most recent financial audit. This material must be submitted by email to Jessica Pauley at jessicadpauley@outlook.com by Friday, June 26, 2026.

The Monitoring, Review & Ranking Committee (MRR) will notify all applicants of acceptance, rejection, or modification of their projects no later than Wednesday, July 1, 2026. All projects that are accepted for ranking must complete their full HUD Project Applications in e-snaps by Wednesday, July 15, 2026. MRR will notify all applicants and the public of the final rankings of all projects no later than Friday, July 24, 2026.

Please understand that SCILCoC has specific requirements for applicants, including:
• The Monitoring, Review & Ranking Committee will carefully review the qualifications of the applicant and the proposed project to assure that they meet threshold requirements.
• Projects that (1) are eligible; and (2) that meet threshold requirements; and (3) that demonstrate need; and (4) that demonstrate organizational capacity, will be accepted and ranked in priority order using an objective process. The ranking process will be available by Thursday, July 9, 2026. The ranking process will be posted to the CoC’s webpage, www.scilcoc.org, and each provider who submitted an Intent to Apply will also receive one via email.

• Individuals, for-profit organizations, and unincorporated entities are not eligible to apply.
• Applicant organizations must use the e-snaps system to submit their proposals. If interested, you are strongly urged to create an “Applicant Profile” in e-snaps immediately. Select this link to access instructions and the log-in page for e-snaps. If you do not have an e-snaps user account, select “Create a Profile” from the e-snaps log-in page. The South Central Illinois CoC will provide assistance with this step upon request.
